I don't see this at all as win later move.
Either way, I expect the Conerly starts (unless he get injured in camp/preseason). The only question is where Any time you can add a starting OL towards the end of the first round, I think that can be applied as win now move. But he'll almost certainly get better with age. He seems to me to be really a high ceiling high floor guy.
There's a lot to like about him. Pretty happy with the pick.
