DOGE isn't even about any of that, IMO. Well, it is, sorta...it's about giving the ultra rich a break, but only one ultra rich person stands to benefit the most from it and that's Musk.
If they were truthful and honest about their intentions and cutting government spending really was the #1 goal, he should have gone after the Department of Defense first. It's one of the largest departments -maybe the largest- in terms of government spending and always has issues with their auditing as they can never fully account for where the money is going. It seems that would be a great place to start if you were trying to regain some sort of efficiency in spending.
DOGE picked on USAID and the CFPB, which, I'm pretty sure are connected to the treasury and transportation departments and the EPA. And it looks like they're going after the IRS now, too.
Musk wants the EPA shut down so they can stop looking at what he's doing when he sends rockets up to space. He doesn't want anyone to investigate what Starlink is doing in Russia/Ukraine.
DOGE went after and is going after the departments that stand in Elon's way first. It's not about taxpayer dollars. Elon gave a shit ton of money to Trump for his campaign, he spoke at rallies, he lended his influence. In turn, Elon gets the keys to the kingdom and gets to wipe out anyone who stands in the way of what he wants to do with spaceX, Tesla, whatever other companies he owns that have lawsuits pending.

Until I see evidence to the contrary , it seems Doge is part right wing jingoistic PR for "internet ammo" and part Grift Central HQ for Elon, Don, and whatever accomplices they choose to include.
I'd expect to see at least some legitimate waste and fraud corrections to give a veneer of credibility, strategically.
Of course, even though the vast majority of everybody wants real fraud and waste eliminated, I expect all major focus will be on cutting, gutting, and eliminating programs or agencies that Democrats tend to support.
